Notional anchor ranges at σ = 0 dBsm (1 m²); all ranges scale as σ^1/4. Give every radar the same σ and the percent cut is identical across radars while the absolute km removed is largest at the outer layers. The band-dependent preset instead gives each radar the B-21's RCS in its own band (UHF −17.9, S −25.5, X −32.0 dBsm) — then even the percentages diverge. That is the Project 1 problem.
