Frequency and PRI are measured, not looked up: the receiver adds ±50 MHz of frequency error and 2% TOA jitter, so the estimated PRI is the median gap between successive TOAs in that lane. A cluster is named only if it lands within 10% of a library entry in both frequency and PRI — otherwise it reads UNKNOWN. A PRI under ~0.5 ms is read as a track; longer PRIs read as search.
